There is no way in hell the Outlawz would be able to smoke Pac's ashes with Afeni still alive. BTW, sorry to veer off, but I hate the Outlawz. The only ones I respected were Kadafi (dead now) and Fatal (I think he got kicked out)...the rest of them can't rap for **** and continue to wreck every Pac song they show up on. In regards to this story, when I first read it I was just like WTF but I'm guessing he said it in a satirical manner, but the papers obviously played it another way.
I dont think its all that bad really, maybe he wanted to keep apart of his father with him for the rest of his life. Strange method definatley, but I dont think its that outrageous.
