Only a fraction of those penalties are calls that were controversial. There is really not a huge difference. If you break the yardage difference up into individual games it only comes out to a few penalties. A few penalties can absolutely be chalked up to a more disciplined team not jumping offside, illegal formations, facemasks, obvious holds...those kind things are going to be alot less frequent on a well-disciplined, veteran team.
