I can see the Jazz hesitating to give out a contract, instead extending training camp invites where they can. It's known that the Jazz like to have fourteen on their roster, and by keeping one under that heading into training camp it gives those without a contract more incentive to train hard. Instead of feeling they're just there to make up numbers, they know there's a roster spot available if they can earn it. Hard work can get a roster spot on the Jazz, as Andre Owens proved.
