<div class='quotetop'>QUOTE </div><div class='quotemain'>Gov. Arnold Schwarzenegger today signed legislation to ban 16- and 17-year-old drivers from using cell phones, lap top computers and other electronic devices while they are driving.</p> In signing Senate Bill 33 by Sen. Joe Simitian, D-Palo Alto, the governor said he hoped to protect the lives of California's youngest drivers and other motorists by keeping electronic gadgets out of the hands of "teen drivers...more easily districted" on the road.</p> The bill will become law July 1. The same day another law -- prohibiting all Californians from using cell phones unless they are hands-free models -- will also go into effect.</p> The new bill targeting drivers under 18 would impose fines of $20 for a first offense and $50 per additional offense.</p> "I just want to remind all of our teenagers. Even those this law doesn't take place until next July, please don't use cell phones while you're driving right now," Schwarzenegger said in the bill signing ceremony at Sequoia High School in Redwood City. "Start that right now. Don't use cell phones. Don't pagers. Don't use laptops or anything that can distract you because you could lose your life."</div></p> http://www.sacbee.com/749/story/377825.html</p> </p>
<div class='quotetop'>QUOTE (Legacy)</div><div class='quotemain'>Lol, so he's not gonna ban it for older people?</div> They have to be using hands free devices if they want to talk on the phone in the car. Doesn't really affect me I guess since I'll be 18 in April. </p>

For California:</p> </p><table border="0" cellspacing="5" cellpadding="0" width="100%"><tbody><tr><td width="5%" height="26" valign="middle"> <div align="right">›</div></td> <td width="34%" align="left">Minimum Permit Age:</td> <td width="61%" height="26" align="left">15 years, 6 months</td> </tr> <tr> <td height="26" valign="middle">›</td> <td align="left">Minimum License Age:</td> <td height="26" align="left"> 16 years </td> </tr> <tr> <td height="26" valign="middle">›</td> <td align="left">Holding Period:</td> <td height="26" align="left">6 months</td> </tr> <tr> <td height="26" valign="middle">›</td> <td align="left">Road Test:</td> <td height="26" align="left">Yes</td> </tr> <tr> <td height="26" valign="top">›</td> <td align="left">Minimum amount of supervised driving:</td> <td height="26" align="left" valign="top">50 hrs including 10 hrs at night</td> </tr> <tr> <td height="26" valign="top">›</td> <td align="left">Unsupervised Driving Prohibitions:</td> <td height="26" align="left" valign="top">First 12 months: no nighttime driving between 11:00 pm - 5:00 am</td> </tr> <tr> <td height="26" valign="top">›</td> <td align="left" valign="top">Passenger Rules:</td> <td height="26" align="left">First 12 months: no passengers under 20 years old unless supervised by a 25 year-old driver</td></tr></tbody></table> </p>
For Real. How hard is it to keep your hands on the steering wheel? Very hard for teenagers. My sister was an example. When she got her license, it seemed like she could not pay enough attention to the road. She would have her cellphone on her shoulder, while holding a lit cigarrette, while tuning the radio, while driving 65 MPH on the highway merging into traffic. She eventually had so many accidents by age 18 that her insurance company dropped her, and she ended up paying like thousands of dollars a year in insurance coverage. She also totalled 3 cars. I was genuinely afraid to ride shotgun with her for any amount of time. The attention span, the wisdom, and the caution is not there with teenage drivers. Statistics show this to be true, and the insurance companies are just covering their own butts by charging them higher premiums.</p> </p>
lol they banned using Mobiles while driving ages ago here and for all ages. </p> What i don't get is surely a 16-17 year old with their reflexes at their best will be a better driver then some 75 year old dear with Dodgy eyes???</p>

As a 17 year old male with a liscence in California, I gladly admit that I drive WAY too fast, as most men my age do, for whatever reasons adult men usually tone it down in this aspect. Probably because teenagers are always looking to prove they're the most badass but also probably because the older men have probably been in car accidents (or known people who have) that were caused because they were driving unecessarily fast. I also blatantly ignore some of the restrictions on my liscence, i.e. in the first year having your liscence you can't drive past 11 PM or drive anyone under the age of 20, but I do regularly, often at the same time (just last night I was the designated driver driving around town at 1:30 AM with 3 other 17 year olds, all of whom were shitfaced drunk). I'm sure once I get older, get more tickets or citations or whatever I'll be more careful but in my current state of ignorant testosterone-driven bliss I'll continue doing whatever. </p>

That's why your insurance is so high. For me, it is all about the tickets. It hits you in two ways, the citation and the increased insurance rates. I like my money, and would rather buy more beer with it than give it to the city.</p> </p> </p>
