The same day another law -- prohibiting all Californians from using cell phones unless they are hands-free models -- will also go into effect.</p> The new bill targeting drivers under 18 would impose fines of $20 for a first offense and $50 per additional offense.</p> "I just want to remind all of our teenagers. Even those this law doesn't take place until next July, please don't use cell phones while you're driving right now," Schwarzenegger said in the bill signing ceremony at Sequoia High School in Redwood City. For Real. How hard is it to keep your hands on the steering wheel? Very hard for teenagers. My sister was an example. When she got her license, it seemed like she could not pay enough attention to the road. She would have her cellphone on her shoulder, while holding a lit cigarrette, while tuning the radio, while driving 65 MPH on the highway merging into traffic. She eventually had so many accidents by age 18 that her insurance company dropped her, and she ended up paying like thousands of dollars a year in insurance coverage. She also totalled 3 cars. I was genuinely afraid to ride shotgun with her for any amount of time. The attention span, the wisdom, and the caution is not there with teenage drivers. Statistics show this to be true, and the insurance companies are just covering their own butts by charging them higher premiums.</p> </p>

As a 17 year old male with a liscence in California, I gladly admit that I drive WAY too fast, as most men my age do, for whatever reasons adult men usually tone it down in this aspect. Probably because teenagers are always looking to prove they're the most badass but also probably because the older men have probably been in car accidents (or known people who have) that were caused because they were driving unecessarily fast. I also blatantly ignore some of the restrictions on my liscence, i.e. in the first year having your liscence you can't drive past 11 PM or drive anyone under the age of 20, but I do regularly, often at the same time (just last night I was the designated driver driving around town at 1:30 AM with 3 other 17 year olds, all of whom were shitfaced drunk). I'm sure once I get older, get more tickets or citations or whatever I'll be more careful but in my current state of ignorant testosterone-driven bliss I'll continue doing whatever. </p>

That's why your insurance is so high. For me, it is all about the tickets. It hits you in two ways, the citation and the increased insurance rates. I like my money, and would rather buy more beer with it than give it to the city.</p> </p> </p>
