Hopefully, the heating oil is better quality than their gas. I have not filled up @ 7-11, which uses Citgo, in years. Its lousy. Does anyone know what it takes to qualify for this "gift"? I'd be interested to know.

The Citizen's Energy site doesn't explicitly say what the requirements are, but the ads would say its living at the poverty level where you have to chose eat or heat.
