How to get rid of bag and dark circles on my eye?!??!

I have the ugliest bags under my eyes, people say i look like I smoke all day sometimes. Can someone tell me how to get rid of them, besides sleeping and drinking alot of water?

 

Yeah I have the same from lack of sleep.

Someone told me to put frozen potatoes on it for a bit.

 

Sleep more?

 

You know, sleeping more and drinking lots of water aren't exactly bad behaviors that you should try to avoid.
