This guy can only play for a dome team. If any team that plays in weather picks him up, they are stupid.

Seeing as how I have small knowledge of football, why didn't Pennington work out for the Jets? Was he starting material?
Well he was a first round pick (18th overall), so they were hoping he would have been a solid starter for years. Unfortunately, he became plagued with injuries which screwed up his arm even more (it was already weak).
He was more of a tease than anything. He showed glimpses playing behind Testaverde and when he finally got the starting job, he had one great year and then he got hurt.
