Here is how ESPN ranks them. <div class='quotetop'>QUOTE </div><div class='quotemain'>1. Cullen Harper, Clemson: He's back, and so is his favorite target, Aaron Kelly. Statistically, Harper is the ACC's leading returning quarterback in total offense (223.2 ypg), passing average per game (230.1), and pass efficiency (141). 2. Riley Skinner, Wake Forest: The only problem here is that he doesn't have ACC leading receiver Kenny Moore to throw it to this season. Tight end Ben Wooster showed he's got good hands this spring, through. 3. Thaddeus Lewis, Duke: Scoff if you must, but remember he threw for 2,430 yards as a sophomore. He also had 21 touchdowns and just 10 interceptions, and he's got Eron Riley to throw to. Oh, and he'll be coached by David Cutcliffe, the same guy who tutored the Manning bros. 4. Sean Glennon, Virginia Tech: He led his team to the ACC title and was second in the league in pass efficiency, but isn't a complete enough player to do it alone. He threw one touchdown and two interceptions in a loss to Kansas in the Orange Bowl. 5. Chris Turner, Maryland: Funny how he's on the list and might not be the Terps' quarterback. The once-third string quarterback succeeded in replacing an injured Jordan Steffy and an ineligible Josh Portis. He finished third in the ACC in pass efficiency and completed 63.5 percent of his passes for almost 2,000 yards. 6. T.J. Yates, North Carolina: Now that his shoulder is fixed, his passing game should be, too. Despite his decline in the second half of the season, Yates still finished third in the ACC in passing average per game with 221.2 yards. He'll also have a more stable offensive line to work with that includes four returning starters. 7. Drew Weatherford, Florida State: Let's keep it real, here -- he's in this spot because he has experience and showed improvement (he sliced his 18 interceptions in 2005 down to just three last season), but it's only a matter of time (maybe as early as two-a-days) that this becomes Christian Ponder's spot. 8. Chris Crane, Boston College: He might not be Matt Ryan, but at least he's played before. (However, when you have to start going to the school site to look at bios, it's been a while ...). Crane played in eight games in 2006 and is banking on that experience to help this year. 9. Robert Marve, Miami: So far, all we know for sure is that he broke Tim Tebow's high school records for passing yards (4,380) and touchdowns (48), but his hype came to a halt after he was injured in a car accident last season and had to redshirt. 10. Peter Lalich, Virginia: These last three are a toss-up, really. Who knows if these guys will even wind up being the starters? Lalich, you would think, has the edge because he played in eight games and threw the ball 61 times. 11. Josh Nesbitt, Georgia Tech: Nesbitt missed half the spring because of a nagging groin injury, but he averaged 6.4 yards per carry as a true freshman. 12. Russell Wilson, NC State: Wilson made his case this spring while injured starter Daniel Evans healed from shoulder surgery. Evans had 13 interceptions and 12 touchdowns last season, so this job is wide open.</div>

JCB, I like your list; the only thing I would change would be to put Glennon at #3 and move Lewis to the #4. I've always been a fan of Glennon. He works for Va Tech and plays very well.

Harper and Riley can both be considered #1 in the conference. I think Lewis and Glennon are interchangeable as well. Lewis is more mobile though and he brings a different, more dynamic aspect to the game, so I give him the edge there. They're both experienced. I just think Lewis doesn't get enough love because he plays for Duke. Crane and the Turner/Steffy combo could possibly swap spots. Nesbitt could surprise a lot of people in Paul Johnson's offense this year.
Based on what's gone on in camp and such, there's a pretty good chance that Tyrod Taylor is going to start over Glennon.
Came down to the last scrimmage, but Glennon probably just won the job with his performance. I had heard there was still a possibility for Taylor to RS, but I can't see them going through with it. Especially with how close it came. It's also not out of the realm he takes it from Glennon at some point during the season. edit: Looks like you were right. Taylor's going to RS. Damnit.
