    Water is clearly a danger to the world at large. It could be boiled by any nation that seeks to obtain it and used on massive civilian populations by trucks with firehoses or aircraft. We need to act now, and control the proliferation of water. We need to take measures to ensure that all sources of water are erradicated, except in those nations that have permanent security council memberships.
