Even if they started Batum and brought Travis in after 4 minutes it makes sense. Although I am sure he can last 6 minutes against most teams. But either way it gives Travis about 6-8 minutes with the first team and 6-8 with the second team (per half)
I don't see any harm in having Batum be the designated starter. Tell him to focus on defense (and getting the ball to the open man), and see if the rest of the starters can carry him on offense. Distribute the minutes between him and Travis based on the flow of the game and the nature of the opposition.
No. He'd be an even greater liability defensively at that position than Brandon would be ... spot minutes are one thing in a small-ball lineup, but Brandon or Rudy at the 3 for extended minutes is a bad idea.

I'm not sure it's odd. He was promoted to starter in the preseason. Everybody else who was starting preseason games is a starter. Batum is evidently the starter as well.

Batum! Just like San Antonio does. Start whoever, and bring in Manu and let him play 30 minutes a game. I liked how the team looked @ Sacramento and LA towards the end of preseason.
