Depends on how you look at it. Chandler was supposed to settle in the middle of the zone where there was no coverage, so yes, he should have stopped. Stafford threw the ball where Chandler was supposed to be, but Chandler wasn't there. On that account, it's Chandler's fault. But, Chandler was still WIDE OPEN. A QB like Stafford should recognize that he was still running and should adjust accordingly. No one was near Chandler on that play.
