Sure, there are variables like the offense is structured around and through Rose and Mayo, but we can let that go for the sake of the raw numbers.

Rudy is the man. He is scoring only 3 points per game less the Rose, but Rose is playing 9 more minutes per game then Rudy. Rudy is shooting 3pt WAY better then rose. Same steals. Rudys PER is 21.54 and Rose is 16.15 Rudy is a lock for ROY.
