    Can cell phones use any tower or are they restricted to the towers owned by their carriers company?

    Most services will work on other carrier's towers, but usually they charge extra in roaming fees.

    That's true, otherwise there would be towers everywhere.

    In the UK they only work on towers owned by their companies. Biggest crime in communications, imo. Well, it's either that or charging 10p per text.
