You run the risk of scar tissue everytime there's a surgery. Maybe the chip didn't chip off but just kind of cracked but stayed in place. It would probably just need time for the bone to fuse. My mom fractured a rib once and she was in a ton of pain. The ER doctor told her there was nothing they could do but allow it time to heal and he gave her pain medication. If this will just heal on it's own in a couple weeks he'll be back much faster than he would if he had surgery.
