While insensitive, and boardering on racist, he's probably not far off. Portland is an extremely white city, and it has no real college to speak of to bring "outsiders" to the city. I read a while back, and I mean like 5 years ago, that most people arrested for their participation in sports riots were either black or hispanic. In fact it was an outside the lines. That's where I saw this. They even mentioned that in places like Portland, Utah and Seattle the riots wouldn't be near what they are in other cities because of the demagraphics. I will also say that while Portland woul dmore than likely have some sort of trouble following a title, it wouldn't be on that scale because of the people themselves. I'm not sure if anyone has had the "pleasure" of living in both Portland and somewhere else, but the difference in all races is amazing. You're conflating two different issues and using them to create a racist proposition. There probably would be less/no riots in Portland, but that's because LA is a much larger urban area. Such areas tend to engender more violence due to greater disparities in income level and more densely packed populations. Larger urban areas also tend to be more racially mixed. Just because larger urban areas tend to have two characteristics (greater violence, greater ethnic diversity) doesn't mean that one characteristic causes the other. That's equivalent to saying that basketball players are tall and basketball players are also rich, therefore greater wealth leads to being taller.
