Even if they WANTED to move the team to Seattle, they'd still have to overcome the issue of not having an arena. Not to mention they'd have to have the approval of the league and the majority of the other owners to move the team from their second best market. Don't forget that Portland and its 102% capacity attendance throughout the season is a big part of the reason why the salary cap and luxury tax threshold didn't drop further than it did. This is a HUGE longshot.

In order to drive off the fanbase in anticipation of a team move, build a team up from one of the worst in the league into one of the best (and youngest) in the league and put in an offer to arguably the best free agent on the market. That sounds almost identical to the plot of this movie:
I think Leiweke's comments may have something to do with the ongoing negotiations between the Blazers and the city about developing the Rose Quarter area, and how much money the city will kick in in Spectator funds and urban renewal area dollars.
I could be way off, but I was under the impression Portland has some kind of iron-clad lease with the Blazers and the Garden until 2022 or something. Is that not the case? That's what I remember from seeing the bankruptcy stuff in 2005--that the team couldn't move if they wanted to.

The question isn't if your paranoid. The question is, are you paranoid enough. Sometimes the only way to keep folks from jerking you around is to be a skeptic/parnaoid in order to watch out for your own interest. There are folks that will try and jerk you around no matter what is in place. Especially when somebody with a lot of money is involved. They tend to think they can do anything they want.
