http://www.ballineurope.com/us-basketball/nba/stefano-mancinelli-packing-up-for-the-states/ Says we show slight interest, but he most likely goes to Portland. Who the hell is he, never heard of him before.

He would be the equivalent of an NBA free agent. He doesn't have to go through the draft because he's not eligible to be considered a draft pick.
Why is he not "eligible" for the draft? It seems that most good prospects would rather avoid the draft if they could.
Never heard of him. You don't have to go through the draft to come to the NBA. Take a look at people like Andres Nocioni, who was never drafted by an NBA team, the Bulls simply signed him as an FA.
Now, Im not sure exactly how it works, but certain players do have to go throught the draft. Im not saying that they have to be drafted, just that before they can enter the NBA they have to make themselves eligible to be drafted. Sorry to derail the thread.
Their status is similar to when a college player who's eligible for the draft doesn't get drafted by a team and becomes an unrestricted free agent. Stefano would have been eligible for NBA teams to draft a few years ago if he had filed the paperwork and went through the process of declaring. I'm not sure if he ever did and simply went undrafted. Currently he would be available to an NBA team as an unrestricted free agent.
I see. It doesnt matter so much that you actually declare for the draft so long as at one point you would have been eligible for the draft. Thanks for the clarification.
According to wikipedia he played with Portland Blazers summer league team in 2007. He was draft eligible in 2005.
