who says that you have to be a certain age to have sex? and shouldnt that age be when you can make babies? and so shouldnt underage be like 9 year olds getting on each other?

I'd venture to say most 13-15 year olds, at least, don't know how to protect themselves properly. I'm not saying there aren't exceptions or that it's a good reason to make things illegal, but it is an issue. Probably the best thing to do is just educate kids on what to do, but you can't ignore it and say, "Well as long as it functions, go at it!!" I mean, unless you're an idiot.
Agreed. Education on Sex in high schools is pitiful.
