I think it is necessary, but it could be done a lot cheaper.

 

It does affect representation and funding allocation. Anything other than numerical data might be controversial.

seems like they're hiring a bunch of workers to do this. one of the temps at work was interested in it i guess...said he was at the grocery and people asked him if he wanted to count people.
