Actually, the Governor of the state is the General of the State's Militia, and of the National Guard units assigned to that state. Based on the 2007 bill where the President can use the state's troops with or without the governor's consent, it's a bit different now...but I have a big problem with some idiot effing reporter comparing use of surveillance drones to patrol a border to nuclear weapons. I can play this game, too.
