I'd say the best pitcher is probably Roy Halladay when healthy, but right now i have to go with Jose Contreras of the White Sox. Right now he has a 1.41 ERA and is 5-0. He's only given up 7 runs all year and opposing batters are hitting .179 against him.
Roy Halladay ftw When the man is on, you cant hit any of his stuff. Man this guy is just beastly when he is healthy.
