I'd like to get dibs on the term "Delonte West Effect". This is the process whereby an otherwise pretty run of the mill player gets made out to be better than he is for off-the-court issues that generally count as negatives.
I cannot, cannot, cannot imagine this is anything but agent released hyperbole. There's no way the Reinsdorf will sign West with the videos of him swerving in and out of traffic on his three wheeler circulating the web -- that clip is terrifying. Indeed, I would be somewhat surprised if any team takes him -- he's just not good enough to take the PR heat.
P.S.> The NBA should show that clip at every Rookie Orientation session as an example of how to ruin an otherwise lucrative career. He's toxic to teams and sponsors alike.
Look West is an East Coast guy but he needs a fresh start and probably needs to head North ..maybe the Raps. I just think if West stays East ..any team that signs him heads South Maybe he just needs more therapy to help him find his compass

It's worse than that. He's swerving all over the place and clearly intoxicated on some substance. The police tailed him for a while filming the whole time. This was during his weapons arrest -- somehow they didn't charge him with anything else.
