I don't know if I'd want him to be my representative (or in this case, treasurer), but I dig his the raw emotion of the guys speech. I don't get why liberals find it necessary to joke about his speech.

I assume he was going for carving out his own niche. "Hey, I'm a true outsider. I don't go in for that state capitol corruption or conventional standards of sanity. I also might be drunk. Let's see the fat cats in the state office campaign drunk. Vote for Quimby."
I honestly didn't think it was that good. He sounded nervous and forgot a lot of his words. Pretty good technique though, made me listen, I guess.
