Are the regular streaming websites (CS, atdhe) the best places to find blazer streams or is there some underground S2 streaming site that I can be made aware of?
Atdhe is my go-to site for streams. If you're looking more reliable and higher quality viewing options you should check out League Pass Broadband. There's a free preview going on right now. I'm thinking of putting up the money for it so I don't have to rely on pirate broadcasts all season.

There's another alternative. I stumbled upon this guy last year that put up his own high-def streaming website, but it's pay per view -- but 20 bucks for a whole season seemed a good deal to me. If you want the web address pm me and I'll send the registration link your way.
