This is not the 1st deal that was out there that did not seem to happen. The Gortat deal was there, the Harris deal was there, Wallace supposedly, Hinrich is going for spare parts...
FWIW, It would be an insane deal for the Bobcats to give up Wallace for so little. The guy's a stud on offense and defense and is only 28.
Blazers seem to being used in these deals to pump up the value of the other team's players. First Harris and now Wallace.

Its reported earlier that we were about to steal Wallace from Charlotte and you were convinced that it can't be right. When were the Blazers, under Cho, reported to be interested in Gortat or Hinrich? As for Harris, I think that was "Paralysis by Deron Williams Being A Far Better Offer Than Portland Could (Or Should) Have Matched." Not as catchy, but far more accurate.
....and I'm sure Kevin O'Conner was licking his chops to trade a star player like Williams to Portland of all teams.
