Proposed NFL rule changes on kickoffs would hurt Bears

    "In about the four seconds of hang time it takes for a kickoff to reach the end zone, the Bears would be able to tell the proposed special teams rule changes the NFL's Competition Committee has suggested will be no good for them.

    They might as well take the ball out of the grasp of the game's all-time leading kick returner as the advantage of having Devin Hester effectively would be negated.

    A series of recommendations that would change the rules for kickoffs could combine to hurt good return teams and reward poor kickoff teams, and if the Bears consider their own roster they surely will be opposed to them at the NFL owners meeting this week in New Orleans.

    Competition Committee Chairman Rich McKay outlined the proposed changes in a conference call on Wednesday. The basics are:

    •Kickoffs would be moved up from the 30-yard line to the 35."
