For, until I see conclusive evidence that a flush knee or kick to the head of a downed opponent actually causes more damage than a knee or kick that lands flush to a guy standing. I get that the point is that if a guy is standing then its probably easier to defend themselves from those kinds of strikes but I think guys can still defend themselves capably from those strikes when theyre on the ground, enough so that they shouldn;t be banned.
The only problem I've ever had is if the guy's getting stomped with his head against the cage. That could easily be remedied if you have to be a certain distance away from the cage to employ soccer kicks, knees and stomps.
