And you still miss the point. Her point was that the Alaska National Guard (which she oversaw) has duties different than most NGs due to their geography. Admittedly, it's weak sauce, but she was asked a question about foreign affairs, which a governor is always going to be weak on. She stretched it a bit, but it wasn't outlandish. I'm trying to recall the myriad of questions then-Sen. Obama received about his executive experience prior to running for the Presidency... Oh, well. Lesson learned.
