Seems like a pretty silly way for Blazers Edge to bill the story snippet. Tony Parker didn't say anything negative about Portland. The writer, Mitch Lawrence, decided to characterize the trade talks as a threat (based on the teams) and then characterize the lack of a trade as Parker being duly frightened. He didn't even use the standard "According to sources close to Parker," so it seems extremely unlikely that it's anything but Lawrence's fictional account.
"Mitch Lawrence" in the byline is as far as I needed to get in that story to know that I needn't read on.

Interesting. Except a year ago Parker admitted that if he were to be traded, he wouldn't mind heading to Portland. That article then had quotes. This one doesn't have quotes putting down Portland, just your surmising.
