I understand the analogy; it's a bad analogy. The government isn't some alien being, we elected it. It makes decisions on our behalf because we explicitly asked it to. We *do* have a connection to the government. We created it, we are responsible for it. The student does not have the same connection to a university. The student didn't hire the university administrators, and he has no ability to remove the administration if he doesn't like their performance. He can, of course, drop out, and since he's already an expert on constitutional law, there's really no reason for him to continue. barfo

We choose what school to attend. The study is asking students to sign a petition to vote this "law" into effect. Therefore, the students *would* have a connection to this new law. It would have been created by the students.
