Dude, it was ligament damage. That's what the surgeries were for. Athletes can make it back 100% from ligament tears and usually do. It just takes some time.
Love and respect your confidence, Oolong. I'm as happy he's back as anyone. Look, even now the dude is fast and going to be a good player. He just won't be the same.
I don't think he'll be the same, but I do hope he'll have healed enough to get to the NFL. He's definitely a great guy who deserves that kind of success in this particular field, including any others he wishes.
