Unless I was already assured by Williams' agent that he absolutely won't consider Portland, then he would be my first call. Same with Dragic. Chasing restricted free agents like Gordon or Hibbert seems to me to be a waste of energy. To tell the truth; I don't see how Portland is going to get a high impact free agent this off-season.

I'd consider a "Plan B" strategy with Batum: Assume he receives an offer that is plus $8 million per year - - - Pursue a double sign and trade with NOH for Gordon and Kaman? Monte most likely covets Batum - - so force them to sweeten the pot and give us back a bit more than Gordon. And if this could be orchestrated - first go sign the best possible wing out there....although there isn't many wings available now.
