I think he might be too young to be a good fit. Lillard is the guy, and I'm not sure someone like Watson would come here for petty minutes. Hinrich would have been a better option
The fact that he went undrafted, played in the Euro league, then the D league, before being picked up by an NBA club, suggests to me he would be happy with any minutes he gets.
Two things I want in our backup PG: * stellar defense * a pass-first attitude (combined with good floor vision) Okay, ideally three things: * a veteran lockerroom influence Does Watson provide any of those?
Certainly not the veteran locker room influence. Not enough "clout" for the young ones to listen to. I agree that is a need.
FWIW, Watson started near half the games for the team that had the best record in the NBA. He was having a stellar season until he came down with sore feet (plantar fasciitis, I believe).
BTW, pre foot injury, Watson's per 36 numbers were 18.3 PPG, 7.3 APG, 3.5 RPG, 1.9 SPG on 49.1% 3pt shooting with a 21.4 PER.

To stay under the LT, the Bulls are willing to let Watson, Ronnie Brewer, and Kyle Korver walk for nothing in return. The Bulls haven't paid the Luxury tax yet. Profits first!
