Remember, except for their big three, Duncan, Parker, and Ginobili, all but Jackie Butler have contracts that end next year or the year after. So, they're going to have a lot of opportunities to bring in new people. Drafting isn't the only way to better yourself. As mentioned before, the Spurs probably have an advantage over every team in the league, as almost everyone would want to play with them. And even if they go under for a few years, I don't think they'll remain that way for long. They have a great fan base, San Antonio is a great city, and the Spurs are their only major-league team. With such undying and concentrated support, you can't remain in the lottery for so long.
They can because they have the experience. But, in a year or two the team is going to be crap because they aren't going to have all the experienced players that they have right now.
