    I didn't read the article, but all your excerpt says is that 2 off-duty police used their guns. How is this related to regular people carrying guns?

    Edit: One used her gun and one just restrained him.

    "Off duty" is regular people. They were not functioning as police-people, but rather in the same capacity as any "regular" person after work hours. Any armed citizen could and likely would do the same.
