I seem to remember only Allen and Cuban were the only owners that voted against the move. I don't see why Allen would vote against if he wanted to move the blazers to Seattle.
I think Paul voted against it for a variety of reasons. He's from Seattle, he knows how the league hosed over Seattle and didn't want to happen here and most importantly he owns the Seahawks and he ain't no dummy.

The Mariners have voiced their opposition. I think West Seattle councilmembers are also concerned, particularly with viaduct construction ongoing and funneling many busses exclusively down 1st avenue.
