Injury, very high pick...the clues add up, except one, but this is close enough to firmly announce. The guy in the Afro is Bill Walton.
Ahh... there we go. That's the product of me starting to watch basketball as a kid right when Bowie was headed into retirement. For some reason I always confuse his career with Ralph Sampson's as well. I remember last year when Sampson was inducted into the Hall of Fame, I was incredulous, because I had always assumed he had a similarly injury plagued, underachieving career like Bowie did. Apparently not though... (unless the Hall was inducting him mostly based on his NCAA accomplishments).
He WAS injury-plaqued as a pro, so maybe he was elected for his college achievements. He was as verbal as an ambassador while in college, giving classy Southern interviews, but didn't win any NCAA championships. The NBA Finals proved Olajuwon was better, so I really can't explain why he made HOF.
WTF? Why is Damian in that picture? WTF? I don't know who is in the afro, maybe Martell like HCP said, but they choked not putting Walton in that photo.
