So a team could theoretically sign a player to a max contract, hold a news conference to announce said player to sell a few tickets, then not make the trade to gain the cap space within the 24hr period and have the contract invalidated. I am sure Stern never thought of this and would never fine a team for announcing things before they are official.

No, they would have to submit the signing to the league office before talking about the player, and have it approved, meaning their other deal would have to be approved as well. Trades to clear the space and the signing would all have to be in the league office, and approved, before the player can be announced. RFA signings can be announced tomorrow, too, but the team holding those rights has 3 days now to match.
There is zero worry of timing being an issue for cap space tomorrow, so long as all moves are made on that day to clear space. The order doesn't matter.

There is no hurry to get the deal in right away to beat another deal. It only matters that the league receives the moves tomorrow.

We went over this same thing last summer regarding Hibbert/Batum, where people were pan-shatting if Minny got their offer in seconds before Hibbert's, meaning that people thought that Portland could lose Nico for nothing, and not have space for Hibbert.
