    The House approved a spending bill early Sunday morning that would fund the government through Dec. 15, but tacked on amendments that would delay the federal health care law known as Obamacare for one year and repeal the medical device tax, a move that sets up a showdown with Senate Democrats and increases the probability of a government shutdown Tuesday.

    The Obamacare delay amendment passed 231-192, and the vote on the medical device tax, which would help cover the costs of Obamacare, was 248-174. The House also unanimously passed a bill to fund the military in the event of a shutdown.

    Congress must agree to a federal spending bill by Tuesday, or the federal government will partially close down until members can find a compromise solution. The Republican-led House and the Democrat-controlled Senate disagree over whether the bill should include the health care law. Last week, the House sent a spending bill to the Senate without Obamacare funding , and the Senate responded by returning the bill on Friday with the funding inserted.

    Senate Majority Leader Harry Reid said Saturday after the Republicans announced their spending plan that the upper chamber would reject anything short of a bill identical to the one passed by the Senate, and the White House issued a statement saying that the president would veto the House bill.

    “Today’s vote by House Republicans is pointless. As I have said repeatedly, the Senate will reject any Republican attempt to force changes to the Affordable Care Act through a mandatory government funding bill or the debt ceiling," Reid said in a statement. "To be absolutely clear, the Senate will reject both the one-year delay of the Affordable Care Act and the repeal of the medical device tax."

    The White House also responded by reiterating the president's call to pass a spending bill without riders attached.

    "The President has shown that he is willing to improve the health care law and meet Republicans more than halfway to deal with our fiscal challenges, but he will not do so under threats of a government shutdown that will hurt our economy," White House Press Secretary Jay Carney said in a statement. "Any member of the Republican Party who votes for this bill is voting for a shutdown."

    Before the vote Saturday, House Republicans held a private meeting where leaders presented the plan to delay Obamacare and listened to opinions from rank-and-file members. Lawmakers emerged from the meeting to say that the conference was united behind the proposal.

    With a Republican conference full of conservative lawmakers with little interest in conceding to Senate Democrats on Obamacare, House Speaker John Boehner faced a difficult choice. He could have either passed a funding bill with Obamacare amendments and risk a shutdown, or pass a “clean” bill like the Senate with help from House Democrats and risk facing the wrath of furious Republicans. He chose the former.

    Now that the bill has passed the House, it will be sent to the Senate, which is scheduled to reconvene Monday afternoon.

    "We will do our job and send this bill over, and then it’s up to the Senate to pass it and stop a government shutdown," House Republican leaders Boehner, Majority Leader Eric Cantor, Majority Whip Kevin McCarthy and GOP Conference Chair Cathy McMorris Rodgers said in a joint statement.

    The Senate bill that passed Friday would extend current spending levels only through Nov. 15. Democrats say that time frame would provide a month for Congress to pass a larger budget deal before the end of the year and replace the automatic, sequestration cuts now in effect.

    The government will be "shut down" (very partially) for a few days, but govt employees will be reimbursed for lost salaries. Just like last time.

    Yes, the system was intended to work this way. If a program isn't good, stop funding it! However, it is too late probably to fix it for the many many that are being drop from coverage by companies.
    They are operating in full compliance with Federal law so I doubt they can undo that. They were encourage to drop people for several reasons including the direct federal tax levied for each persons covered with a healthcare plan.
    But still, there is no good reason to continue on down this path to doom or the unknown. The only recourse for those already harmed is to chuck these bastards out.

    Pretty much. That vote to end cloture, where 25 Republicans voted for it. In reality, they voted to fund Obamacare. Harry Reid just gave them window dressing to pretend they were voting against it.

    Bottom line, the Republicans that voted for cloture wanted Obamacare as a political talking point more than they wanted to stop it.

    I really do think we're going to see the emergence of a third party.

    The Tea Party is but one facet of a larger tent. There are people that feel betrayed by both parties. Those in DC who vote for themselves and their own interests, and who don't care about the people that vote for them. On both the left and the right, there are those that think the Federal Government has gotten too powerful, and that want more local control. On the right, it's Obamacare, the encroachment of unelected bureaucrats making regulations that kill jobs, etc. On the left, it's the growth in NSA surveillance. You want to see the Left scream? Wait until a Republican president is elected and governs the same way Obama does.

    Limited government/government power isn't a left/right issue. And it's the basis of a third party.

    The Republican Party is going to become desperate enough for a new message. If they separate the religious bullshit from the Libertarian message, they'll get a lot more votes.

    It's a lot easier to take the shell of a party and make something of it than to start from scratch.

    I learned a fun fact today on NPR. During a government shut down, it was ruled in the 70s that some agencies were too vital to actually shut down. The agencies that are deemed too vital are determined by guess who... THE PRESIDENT! So what the republicans really did was give Obama a rubber stamp to temporarily cut whatever he wants.

    Those government workers who do not work during a shutdown are not paid for the time off, but they are eligible for unemployment benefits. However, those who perform services deemed "too important to stop" are not eligible for UE because they are technically working.

    My mother works for the Social Security Administration, which is one of the services that has been deemed too important to stop. In the event of a shutdown, she will have to work, but she will not be paid until a new budget is passed. Also interesting (to me anyway) is the fact that there are only certain aspects of the SSA's functions that will continue. Issuing checks and processing claims--yes, because that involves money people need. Issuing new SSN's, changing names, sending out new SS cards--no, because nobody's health or livelihood depend on those.

    well, if you consider that the cuts oboma chose to demonstrate the sequester were things like White House tour guides.. you have to believe he will make symbolic closures so he can point to the congress and cry "shame"

    I believe that you have described exactly how I feel. I despise the GOP for attempting to become the Democratic party, I cant stand dems liberal economic policies, and the Libertarian party reminds me of a Grateful Dead tour with tin foil hats (no, I do realize that there is only a fringe accounting , but they do stand out)

    The Tea party has at least gained some traction over the last few years, and any actions, symbolic or otherwise, is a start. The rallying cry to toss the bums out is easy to agree with, the trouble that I see is the lack of attention paid by the majority. Until they bleed, they will never look for a fix.
