Buffalo Bills quarterback EJ Manuel has been cleared by doctors to return from a knee injury that has sidelined the rookie for more than a month. Manuel will practice this week but the decision to play Sunday against the Pittsburgh Steelers remains up to coach Doug Marrone, the quarterback said.
