Two reasons: The first is that I-5 from LA to Seattle has a huge street kid hitchhiker thing going on. Lots of middle class kids running away from home with their parents money to go have a hobo adventure. The other and apparently most shocking and offensive reason is that Portland has a ton of social services to offer for poor and homeless people.

I think we did shit like this in HS. Not me but I was riding in the car, we just drove around during rose festival and the guy riding shotgun would "sack tap" random people about to cross the streets.

Yeah, for the most part it is the friendly attitude towards dirt bags, occupy and the ease of attaining social services. The I5 corridor is one big hobo camp from Eugene to Portland.

 

I dunno if Portland still is, but it was the teenage homeless capital of the US about a decade ago. Both of the reasons you offer are a big part of the problem. The other piece is that many of the street kids are heavily into drugs, and black tar heroin is/was more readily available in Portland (and cheaper) than any other West Coast city.

LOL. They have websites dedicated to providing info and updates on all the teachers that have been busted from sleeping with their students. I like to visit there when I get bored (or when there's a new hot teacher that got busted).

 

And since I heard it from a 2nd hand source, I now am suspicious of all priests and teachers.
