    I think the best way to handle it is to add the 2 worst playoff teams regardless of conference, bringing it up to 16 teams in the lotto. Make the worst 3 teams ineligible for the top 3 picks and use the lotto to pick the top 6 picks. Also make the odds more even, not crazy even but more even.

    Essentially worst 3 teams can be no higher than 4-5-6, and no lower than 7-8-9.
