Now that net neutrality is dead and any hope of revival is being beaten into submission, I wonder if what everyone says will happen is true. If so, I don't think it will be all at once, but over the next few years, seeing something like the picture below wouldn't shock me at all

The government needs to step up and provide internet. This is bullshit. Access to the web is now on par with water, electricity, and gas.
Google is doing high speed internet in KC. They'll own the whole internet if some cabal of last mile companies try to extort them. The free market will solve this.
How will the 2nd internet pay its bills without payments from customers and to sites? How will it compete with Internet I and take sites from it without paying sites more than Internet I, passing the increased cost to us?
There wouldn't be a second internet, just a way to end run the current last mile providers. If those providers decide to provide something less than the whole internet. There are plenty of technologies that are cheap enough and good enough to compete, but there's no incentive to invest the kind of up front capital required to churn existing cable customers. But if existing cable customers want to flee in vast numbers, there will be the incentive. Free market keeps things in check. As long as they don't buy the government to the point the end run strategies are outlawed.
