The first thing I noticed was that they didn't mention the races of the perp or the officer. But I think we know.
Here in St Pete back in 03 a group of kids stole a Dodge Neon for a joy ride. That end resulted in a police chase with the kid driving running the car into a tree and all were killed. One of the mothers stated that if the police weren't chasing them they'd have probably not been killed. How bout if they hadn't stolen the car in the first place. Getting tired of some a-hole getting out of line then crying about it when they get caught. Best way to handle the police that I've found is to remember they are 1. armed, 2. doing their job, and 3. Courtesy during dialogue goes a long way.
It just may get to the point where if a perp is running away or decides to take off in a car that the police are just going to say, "The hell with it" and decide that its not worthy of a pursuit.
