I prefer mid-court 300 level, to baseline 100 level. If you're a billionaire then center-court 100 level is awesome, but not even CLOSE to being worth the money. (I've sat there a few times, but never paid for it.)
don't compromise and go 200 level unless you really want the food deal (pretty legit, I've heard). As someone who spent a couple of seasons in the 200 level, they're decent value, but you're right on level where your eye (well, my eyes, at least) got pulled from the action to the jumbotron often. If you want to watch the game in person, go as low as you can go. 8 rows back of the baseline isn't a horrible ticket, last I checked. Never sat in the 300s, but my cousin does all the time and he enjoys it. Of course, he also enjoys multiple Coors Lights without someone holding a gun to his head, so...
If I can't get courtside tickets (front row, sideline), I prefer center (112 or 101) about 10-15 rows back. If I spend money to see a game in person, I want a great view. Being at an angle, behind the basket, or way up in the 300 level isn't worth it to me. It's better on TV. That's my opinion. P.S. I'll admit I'll sit way way at the top in the back row for one of my local teams (LAL, LAC, NY, Brooklyn) if I'm bored and broke.
No way do I go all the way to portland to sit 300 level. I want to see the game as close to the action as I can get. I don't give a crap what the people around me are doing. I actually like the baseline and being close to the action under the basket. On my budget 200 level is usually the best I can do and I enjoyed the club level when they had the buffet.

If your coming with a bunch of friends just get all of them to chip in for a skybox. Either that or behind Paul Allen and his puppets.
That the 300 section has better fans is just a fiction. I've been in section 121 for years and the fans are just as rabid. When I have been in 300 they were great too. Blazer fans at games are generally smart and great.
My advice: Get seats between the baselines even if it means moving higher up. I'd take 300-level seats at center court over corner or baseline 200-level seats at a similar price point every time. If you can get into the first six or seven rows of 318 or 301, don't hesitate. If you're going to get down really close, sit opposite the benches rather than behind them. If I'm behind the hoop, sitting close enough to heckle the visitor's bench is a must...
