    No, there was no offer that could help the Bulls. Both the Bulls and the Cavs were over the salary cap and with no cap exceptions available. As a result, both teams were offering the same veteran's minimum salary. The Cavs are the (6/5) favorites to win the title. The Cavs figure to have more minutes for Perkins. Hell, much as I love the Bulls, if I was Perkins, I'd've gone to Cleveland.
