    No. The blazers used their amnesty at the same time they waived him which removed his salary from the cap for good. He did not effect our cap situation at all. I do believe that Paul Allen lost some insurance money though because Roy played again. B-Roy did not hurt the blazers cap at all by playing with the T'Wolves. He did not pull a Darius Miles.
