    "Men plan and God laughs." Sure, Neil is trying to "build" toward something (maybe?) but I doubt it's of the "shrewd, carefully executed plan" variety and more of the "bailing water and trying to plug holes in a boat" sort. We'll see what happens I guess, but I can't really see highly coveted free agents picking Portland with so much uncertainty surrounding the team and so little track record of sustained success.
