Fox announces debate roster, Perry left out

    Washington (CNN) The wait is over to find out who will grace Fox News' prime-time debate stage on Thursday -- but for former Texas Gov. Rick Perry, the outcome wasn't what he'd hoped.

    Fox News said Tuesday that Republican presidential candidates Donald Trump, Jeb Bush, Scott Walker, Mike Huckabee, Ben Carson, Ted Cruz, Marco Rubio, Rand Paul, Chris Christie and John Kasich will all appear on the dais Thursday for the premiere event.

    That leaves Perry and the six other major declared candidates -- Rick Santorum, Bobby Jindal, Carly Fiorina, Lindsey Graham, George Pataki, and Jim Gilmore -- to appear together during a debate earlier Thursday evening.

    The debate in Cleveland marks the beginning of a new stage in the Republican nominating contest, where candidates will likely sharpen their first contrasts with one another and the field's front-runner, Trump. The debates -- which gave new life to presidential candidates like Newt Gingrich in 2012 -- are now only open to the heavily splintered party's favorites.

    Those who are unable to make Fox's debate could be left to languish without the political oxygen provided by the televised event; some Republican strategists have argued that those who fail to make the debate will also slowly be de-legitimized in the eyes of donors and early state endorsers.

    In an unusual move backed by the Republican National Committee, Fox decided to rely on national polling data to split the group of contenders in what might have otherwise turned into an unwieldy event. The decision means Perry, governor of Texas for 14 years, and Santorum, who won the Iowa caucuses in 2012, will be relegated to the lower-tier debate.

    I don't think that's necessarily a reliable indicator of jokeocity. Trump is no less of a joke than Perry and he's in the lead.

    These are the kinda topics that should be addressed, does not have to be all or nothing like you have implied.
    It would be good if Washington could ever get back to being about what the majority of the public want not what either Dem/Rep want.
    The executive order should should be discontinued. Let house and Senate vote on everything with the majority winning.
    Back to the debate tonight lets hope the candidates tell us how they will move this country forward.
    Remember Obama saying it would be transparent, it is not.

    A couple of nights ago, Maddow ranted about how Fox used the polls to determine the 10 that made it. The margin of error, blah blah. But they used the average of 5 polls, and there is an actual margin of error in the real election.

    In any case, it's about 30 minutes of my life I can't get back and she was utterly moronic. Normally she's smart, but twists the truth into something not so true.

    Brian - the tapes were heavily edited. They left out the doctor saying explicitly over and over that no profit was made, no laws violated, etc. They implied abortions were being done to supply fetal tissue to sell; in fact, in some states, women are allowed to donate fetal tissue to research if they want, whether from spontaneous miscarriage or elective abortion. Some do, some don't.

    It was the same tactic used with Shirely Sherrod; they took one sentence from a video, cut the next several, to make it look like she was saying the opposite. It's really a very old smear tactic. And the group taping committed fraud by setting up a fake company and using fake IDs.

    Not sure which "prognostications" were wrong; it's not the sun, California really is having a drought, insects are really seen where they never were, it is true that 95% of scientists CAN be wrong, but I'd still call them more likely to be right than a politician bought and paid for by the oil companies.

    I'd say Benghazi once if Congress would be content with one investigation. They are going to call another and another and another, even when nothing new is learned.

    Does the "free market" take precedence over the Constitution? This has been argued a zillion times. A restaurant cannot refuse service to Black customers. A store cannot refuse service to Jews. A government employee cannot refuse a marriage license to a same sex couple. You can believe whatever you want, but you do not have the right to selectively disobey laws because Jesus.

    People would gladly use paths to citizenship if they exist.

    I am very much in favor of not having my colleagues at work packing heat. Or people at baseball stadiums.

    You know, Brian, immigration, health care, national security, women's rights, environment - all are important issues in a presidential campaign. My beef is that they will 1) all say the same thing and 2) ignore facts (yes, global warming, no, PP is not selling fetuses)

    No one forced anyone to watch Rachel Maddow if you don't like her show, Denny.

    It's against the law to federally fund abortions. Funding this group is against the law. No editing required, they are breaking the law.

    I have no beef with Planned Parenthood. They should be PRIVATELY funded is all. I'd even donate.

    If you get your news from Maddow, not only is it skewed, it's ill informed.

    Q: How much of Planned Parenthood’s services are dedicated to abortions? Does the federal government fund those procedures?

    A: Abortions represent 3 percent of total services provided by Planned Parenthood, and roughly 10 percent of its clients received an abortion. The group does receive federal funding, but the money cannot be used for abortions by law.

    FULL ANSWER

    We received several questions on this topic during the recent budget debate in Congress, after Arizona Sen. Jon Kyl claimed this month on the Senate floor that "well over 90 percent of what Planned Parenthood does" is provide abortion services. That figure was wildly incorrect. Planned Parenthood says only 3 percent of its total services in 2009 were abortions. The other 97 percent of services were for contraception, treatment and tests for sexually transmitted diseases, cancer screenings, and other women’s health services.

    Here’s a chart from a March 2011 fact sheet, which reported that the group performed about 11.4 million total services.

    Kyl’s far-off claim was mocked by comedians Jon Stewart and Stephen Colbert, and Kyl’s office later walked back the statement, telling CNN that "[h]is remark was not intended to be a factual statement but rather to illustrate that Planned Parenthood, an organization that receives millions in taxpayer dollars, does subsidize abortions." That statement, too, prompted ribbing by Stewart and Colbert. But the comedic clips apparently did not make it to the inboxes of many of our readers, who sent us questions about whether or not Planned Parenthood does little more than provide abortions, and whether or not taxpayer money goes to pay for them.

    Planned Parenthood’s chart shows that abortions made up 3 percent of its total services. Another way to measure the group’s abortion services, however, is to divide the total number of abortions by the number of clients. For example, Planned Parenthood said that it “provided nearly 11.4 million medical services for 3 million people” in 2009. Its 2011 fact sheet says it performed 332,278 abortion procedures in 2009. That would mean that roughly one out of every 10 clients received an abortion.

    Taxpayer Funding

    Planned Parenthood’s 2008-2009 annual report states that it received $363.2 million in "Government Grants and Contracts." (See page 29.) That’s about one-third of its total revenues for the fiscal year ending June 30, 2009.

    However, not all of that money is from the federal government. Planned Parenthood’s government funding comes from two sources: the Title X Family Planning Program and Medicaid. About $70 million is Title X funding, Planned Parenthood spokesman Tait Sye told us. The rest — about $293 million — is Medicaid funding, which includes both federal and state money.

    But Planned Parenthood cannot use the money it receives from the federal government for abortions anyway. According to the Department of Health and Human Service’s website, "by law, Title X funds may not be used in programs where abortion is a method of family planning." Medicaid funding is restricted by the Hyde Amendment to only abortion cases involving rape, incest or endangerment to the life of the mother. Some states use their own funds under Medicaid to go beyond that. Seventeen states and, until recently, the District of Columbia pay for "medically necessary" abortions, according to the Guttmacher Institute. The federal budget deal now bans Washington, D.C., from using its funds to pay for abortions.
